Missing Theme Options

This is not an error. The thing is that Elementor doesn’t need Theme Options, it uses Theme Styles https://guide.the7.io/elementor/user-guide/theme-style/ (fig.1):

But you can enable Theme Options (fig. 2) back under The7 -> My The7 -> [uncheck] Enable Elementor Theme Style (and disable Theme Options):
